What an Outreach Manager owns
You are a paid, full-time, veteran leader who owns everything Eagle OPS does in your Area of Operation (AO). You are the operational backbone. You recruit, train, deploy and coach a team of volunteer Mission Coordinators (MCs) who host Rally Points across your towns, and you run those Rally Points yourself until your MCs are trained and ready. You carry the full 8-Step Veteran Journey for every veteran in your AO, from first contact to exit. And you build the partnerships that make it all work.
This is not a desk job. We lead from the front. Eagle OPS operates when veterans are available, which is typically weekday evenings and Saturday mornings.
Non-negotiables of the role
- You are a veteran of the U.S. Armed Forces (DD-214 on file).
- You are currently enrolled in VA healthcare and have personally been through the VA process. This is the heart of the job: nobody guides a veteran through enrollment, a claim, or an appeal better than someone who has done it themselves.
- You live in the AO you serve. Not near it. In it.
- You report to the Director of Outreach.
Week 1: orient, get equipped, meet your ground
- Onboard with the Director of Outreach. Confirm your AO, your hub city, and your county list.
- Start your MyETP training. OMs complete the full module set during onboarding before operating independently. Begin immediately at
eagleops.org/my-etp. - Learn the systems cold: the 8-Step Veteran Journey, the Battle Buddy Check-In and the rest of the digital tool suite in the EO Field Ops app, the After Action Report, and the Difference Maker / Rally Point structure.
- Map your AO. List the largest cities and towns first. Note VFW and American Legion posts, VSOs, ranges, golf courses, faith organizations, and community venues. This is your partnership target list.
- Set your comms basics: email, Google Workspace, mobile forms, and the tools your MCs will use, so you can support them.
Weeks 2 to 4: stand up Rally Points and start the journey
- Stand up recurring Rally Points yourself in the largest cities and towns in your AO. You are the acting Mission Coordinator until you have trained MCs ready to step up. Run them well, using the MC run-of-show, and submit the After Action Report within 24 hours.
- Work the 8-Step Veteran Journey for the veterans you meet: check-ins, warm engagement, enrollment, service planning, referrals tracked to outcome (see below).
- Begin recruiting Mission Coordinators. Identify candidates at your Rally Points and in your partner network. See Building your MC team.
- Build partnerships across your AO for venues, food and in-kind support, and join local veteran collaborative meetings and committees.
- Report to the Director of Outreach weekly and keep accurate records of time, mileage and approved expenses.
Operating radius: 30 miles from your hub city, expanding into smaller towns and rural areas as your Mission Coordinators come online.
The 8-Step Veteran Journey
You own this end to end for every veteran in your AO. It runs on the digital tool suite in the EO Field Ops app.
| Step | What happens |
|---|---|
| 1. Rally Point Contact | The veteran attends a Rally Point and completes the Battle Buddy Check-In (under 60 seconds): branch, VA connection status, a wellbeing self-assessment, and whether they need resources. Every veteran is requested to complete it at every Rally Point. |
| 2. Identification and Engagement | An elevated wellbeing answer (3 or 4) auto-triggers an engagement email. You then follow up personally with a warm opening. |
| 3. Enrollment | Conduct the enrollment assessment and obtain consent. |
| 4. Service Planning | Build the veteran’s Individual Service Plan. |
| 5. Ongoing Services and Connection | Keep the relationship going through Battle Buddy Check-Ins and continued connection. |
| 6. Monitoring and Quality Assurance | Track progress and keep records clean. |
| 7. Elevated Risk Response | Respond to incidents and escalate appropriately (warm hand-off; integrates with VA mental health protocols under a VA grant). |
| 8. Exit and Transition | Close the loop when a veteran is stable and connected. |
Make warm referrals to VA and community resources, and track every referral through to outcome. A referral is not done until you know what happened.
Building your Mission Coordinator team
- Identify, interview, appoint, train and coach Mission Coordinators across your AO.
- Serve as an MC yourself until you have trained coordinators ready to step up.
- Set expectations for Rally Point frequency and quality, and hold the standard.
- Review After Action Reports; follow up on issues and trends.
- Track each coordinator’s training status in MyETP and schedule required training.
- Attend Rally Points and cover gaps when the mission needs it.
Give every new MC the Mission Coordinator Quick-Start and walk them through their Week 1 clearance and their 5 required MyETP modules. Shadowing and co-hosting count as training, so bring them to your Rally Points early.
Targets and reporting
- Target: 10 or more Rally Points per month across your AO, run by you and your growing MC team.
- Report to the Director of Outreach weekly.
- Keep accurate time, mileage and approved-expense records.
- Complete and maintain all required certifications and the full MyETP training pipeline.
- Protect confidential veteran, family and partner information.
